Volodymyr Lytvyn, the Chairman of the Verkhovna Rada will announce the Formation of a New Coalition in case 226 Signatures of the People´s Deputies of Ukraine are represented to Him.
"For me 226 is a key figure. If there are 226 signatures tomorrow proving people are ready to take upon themselves the responsibility, I will make necessary announcements", - V. Lytvyn declared in the course of the interview for "5th Channel" on Wednesday.
"It is obvious that the process of consolidation is not to be delayed, otherwise the processes will be developing from bad to worse", - V. Lytvyn emphasized.
Giving answers to the questions, the Head of the Parliament stated that the coalition, according to the Constitution of Ukraine is formed by the factions, "and the quantity of these faction is already another question." V. Lytvyn declared that for the formation of the coalitions, first of all it is necessary "to keep legal purity." The second important factor according to V. Lytvyn is an effective functioning of the coalition. "So, it is essential to keep the totality of these two factors", - the Head of the Parliament concluded.
The Chairman of the Verkhovna Rada of Ukraine is convinced that early Parliamentary elections will not be conducted, adding that "there will be no elections but the total chaos is still possible."
Moreover, the Chairman reminded that the elections are financed from the State Budget, though, the Budget for the current year has not been adopted by the Parliament yet. According to his words for the conductions of early elections to the Parliament approximately UAH 1,5 billion are to be allocated.
V. Lytvyn repeatedly made the point that it is extremely important to introduce the amendments to the election legislation in the part of the election conduction according to the open party register.
V. Lytvyn also emphasized the impossibility of the simultaneous conduction of the Parliamentary elections and elections to the local power bodies as it would cause "the election distortion."
Speaking on the meeting of the Parliamentary leaders with Viktor Yanukovych, the President of Ukraine, V. Lytvyn declared that "the was normal conversation, the President introduced his vision of the situation in the country and those urgent tasks that are to be solved immediately."
The Chairman of the Verkhovna Rada of Ukraine announced on the agreement reaching to conduct such meetings on a regular basis.
